UPDATE ON GREECE
 

Greek PM Papandreou surprised everyone even his own government by

announcing plans for a potential referendum on the second bailout package agreed at

last week’s Euro Summit. The implications are significant and not just a ‘domestic

issue’ for Greece. Short-term uncertainty and risks have increased, early elections could

take place, and a possible hard default on Greek debt is back on the table less than a

week after it had been ruled out. This move calls into question the entire European

response to the crisis and is likely to place additional pressure on other peripheral

countries, especially Italy.
